What’s an artist proof?  It is an official game card that has a blank backing.  This allows the official artist responsible for the original art of the card to hand draw their own designs on the back.  Some pieces come pre-sketched and some are done by request.  The quantities of these cards are extremely rare, and in most cases, there are less than 100 available, per card type, worldwide.

Why is it a slot?  When you purchase the slot, the artist allocates time to make your custom requested piece, similar to booking an appointment with a tattoo artist.  The slot cycles are limited to only 20 and treated as a first come first serve basis.
